AMENDMENTS TO THE CONVENTION
Traffic on Nov. 8, 1968 *
* Amendments proposed on Sept. 28, 2004.

Amendments to the text of the Convention:
Article 1 (Definitions)
Insert a new subparagraph g-bis) to read:
"G-bis) The term" cycle lane "means a roadway designated for cyclists. Cycle lane separated from the rest of the carriageway by longitudinal road markings."
Insert a new subparagraph g-ter) to read:

Article 8 (Drivers)

Article 41 (Driving Licence)
Item 1
Amend subparagraphs b) and c) as follows:
"B) The Contracting Parties undertake to ensure that driver's licenses are issued only after verification by the competent authorities that the driver possesses the required knowledge and skills a person authorized to check, must have appropriate qualifications, the content and order of both theoretical and practical Examinations are governed by national legislation;

Paragraphs 2-7
Amend the current text of these paragraphs read as follows:
2. A) The Contracting Parties shall recognize:
i) Any domestic driver's license conforming to the provisions of Annex 6 to this Convention;
ii) Any international driver's license conforming to the provisions of Annex 7 to this Convention, provided that it is presented with the corresponding domestic driver's license valid in its territory for the control of the vehicle, the categories of vehicles, by the permits, provided that the permits are valid and that they were issued by another Contracting Party or subdivision thereof or by an association duly empowered thereto by that Contracting Party;
b) a driver's license issued by a Contracting Party shall be recognized on the territory of another Party until such time as this territory is the usual residence of the holder;
c) The provisions of this paragraph shall not apply to driver license learner driver.
3. National legislation may limit the validity of the national driving license. Validity of international driver's license is limited to the date of expiry of the national driver's license or the expiration of a period not exceeding three years from the date of issuance of international driving permit, depending on whichever is earlier.
4. Notwithstanding the provisions contained in paragraphs 1 and 2
a) if the permit is due to a special mark, requiring the person to wear certain devices, or providing for a reorganization of the vehicle with the driver's disability, the certificate shall be valid only if those conditions are observed;
b) Contracting Parties may not recognize the validity in their territories of driving permits held by persons under eighteen years of age;
c) Each Contracting Party may not recognize the validity in their territories, for driving of motor vehicles or combinations of vehicles in categories C, D, CE and DE, referred to in Annexes 6 and 7 to this Convention, of driving permits held by persons under twenty-one years.
5. An international driving permit can be issued only on the basis of the national driver's license issued subject to the minimum requirements set forth in this Convention. An international driving permit is issued only by the Contracting Party in whose territory the holder has his habitual residence, issuing the driving permit or recognize domestic driving permit issued by another Contracting Party, it is not valid in the territory.
6. This article does not oblige Contracting Parties to:
a) recognize the validity of national permits issued on the territory of the other Contracting Party to persons who had their habitual residence in the territory of the date of issue of this permit, or who have had their habitual residence on its territory after such issue;
b) recognize the validity of the national driver's licenses issued to drivers whose normal residence at the time of issue was not on the territory where they were issued or who transferred their residence after the issuance of certificates to another territory.. "

Article 43 (Transitional Provisions)
Replace the existing text as follows:
1. The Contracting Parties shall issue national driver's licenses under the new provisions of Annex 6, not later than five years after its entry into force. Domestic driving permit issued in accordance with the earlier provisions of Articles 41, 43 and Annex 6 of the Convention before the end of this period are recognized over the term of their validity.
2. The Contracting Parties shall issue international driving permits in accordance with the new version of Annex 7, not later than five years after its entry into force. International driving permit issued in accordance with the earlier provisions of Articles 41, 43 and Annex 7 of the Convention before the end of this period remain valid subject to the provisions of paragraph 3 of Article 41.. "

B. Amendments to the Annexes to the Convention:
Appendix 1

(EXCEPTIONS FROM THE OBLIGATION TO ADMIT TO INTERNATIONAL TRAFFIC CARS AND TRAILERS)

Amend as follows:
9.

The Contracting Parties may refuse to admit to international traffic through its territory or cars towed motor vehicle, having a distinguishing sign other than one prescribed in Article 37 of this Convention. Appendix 2

(REGISTRATION NUMBER OF MOTOR VEHICLES AND TRAILERS

Appendix 3

(DISTINGUISHING SIGN OF MOTOR VEHICLES AND TRAILERS
IN INTERNATIONAL TRAFFIC)

Change the text of Annex 3 as follows:
1. Referred to in Article 37 of this Convention, the distinguishing mark shall consist of one - three letters in the Latin alphabet.
2. In cases where the distinctive sign is placed separately from the plate, it must meet the following requirements:
a) The letters shall be a minimum height of 0.08 m and strokes a width of at least 0.01 m. The letters must be black on a white background, having the shape of an ellipse with the major axis horizontal. The white background may be of reflective material.
b) In cases where the distinctive sign has only one letter, the major axis of the ellipse may be vertical.
c) The identification mark shall be affixed in such a way that it could be confused with a registration number or impair its legibility.
d) On motorcycles and trailers, the dimensions of the axes must be at least 0.175 m and 0.115 m. The other motor vehicles and their trailers, the length of the axes must be at least:
i) 0,24 m and 0.145 m, if the distinguishing sign is composed of three letters;
ii) 0,175 m and 0.115 m, if the distinguishing sign is composed of at least three letters.
3. In cases where the distinguishing sign on the registration plate, the following requirements:
a) The letters shall be a minimum height of 0,02 m, taking into account that the height of the plate is 0.11 m.
b) i) The distinctive sign of the state of registration, where applicable, the flag or emblem of the State or the emblem of the regional economic integration organizations, in which the country belongs, should be placed on the left or right edge of the rear registration plate, preferably on the left or to the left upper edge on plates with inscriptions in two rows.
ii) If the registration plate, in addition to the distinctive sign, a non-numeric character and / or a flag and / or regional or local emblem, the distinctive sign of the state registration must necessarily be placed on the left of the plate.
c) the flag or emblem, supplementing where applicable, the distinctive sign of the state registration must be placed in such a way as not to impair the legibility of the distinguishing sign and preferably be placed above it.
d) The distinguishing mark of the state registration shall be positioned so that it can be easily identified and could be confused with a registration number and not to impair its legibility. Therefore, at least either the color of the distinguishing mark must be different from the color registration number, or the background color of the distinguishing mark must be different from the background color of the registration number or distinguishing mark shall be clearly separated from the registration number, preferably by a line.

Annex 5
(SPECIFICATIONS FOR MOTOR VEHICLES AND TRAILERS)

Paragraphs 19 and 25 of Chapter II

Annex 6

(NATIONAL DRIVING PERMIT)
Change the text of Annex 6 to read as follows:

1. National driver's license must submit a document.
2. The permit may be made of plastic or paper. Preferably, the size of the plastic permit shall be 54 x 86 mm. Color identification - preferably pink font, and the seats reserved for entries, must be determined by national legislation, subject to the provisions of paragraphs 6 and 7.
3. On the front side of the permit, the words "driver's license," the national language (national language) of the country issuing the permit, and the name and / or identifying the country which issued the permit.
4. IN WITNESS necessarily indicate the following information, they shall be numbered as follows:

5. The certificate could be given additional information if required by national law, they shall be numbered as follows:
4d) identification number for purposes of registration, other than the number specified in subparagraph 5, paragraph 4;
8. habitual residence;
10. date of issue for each category (categories) of vehicles;
11. expiration date for each category (categories) of vehicles;
13. information for the purposes of registration in case of changes in the country of habitual residence;
14. information for the purposes of registration or other information relating to road safety.
6. All the entries in the permit shall be made in the Latin alphabet. In the case of other characters these records should also be transliterated into the Latin alphabet.
7. Preferably, the information referred to in paragraphs 1.7, paragraphs 4 and 5, indicated on the same side of the card. Seats reserved for other data in items 8-14, paragraphs 4 and 5 should be set by national legislation. National legislation on the permit may also allocate a place to store information entered electronically.
8. Driver's license can be issued for driving the following categories:
A motorcycle;
In the car (except for vehicles belonging to category A), the permissible maximum weight not exceeding 3500 kg and the number of seats in addition to the driver's seat does not exceed eight; car category B coupled with a trailer whose permissible maximum weight not exceeding 750 kg; car category B coupled with a trailer whose permissible maximum weight exceeds 750 kilograms but does not exceed the weight of the vehicle without load, and the total maximum authorized mass of the vehicles does not exceed 3500 kg;
With cars, except those in category D, the permissible maximum weight exceeds 3500 kg; car category C coupled with a trailer whose permissible maximum weight not exceeding 750 kg;
D Motor vehicles used for transportation of passengers and having more than eight seats in addition to the driver's seat, the car category D, coupled to a trailer whose permissible maximum weight not exceeding 750 kg;
Motor vehicles of category B, coupled to a trailer whose permissible maximum weight exceeds 750 kg and the mass of the vehicle without load; car category B coupled with a trailer whose permissible maximum weight exceeds 750 kg and the total maximum authorized mass of the vehicles exceeding 3500 kg;
CE category C vehicle coupled to a trailer whose permissible maximum weight exceeds 750 kg;
DE car category D, coupled to a trailer whose permissible maximum weight exceeds 750 kg.
9. On the basis of national legislation in categories A, B, C, CE, D and DE may introduce the following categories of vehicles, management of which may be issued a driver's license:
A1 motorcycles with engine capacity not exceeding 125 cm and a maximum capacity not exceeding 11 kW (light motorcycles);
B1 tricycle and quadricycles;
C1 cars, except those in category D, the permissible maximum weight exceeds 3500 kg but not exceeding 7500 kg; vehicle categories C1 coupled to a trailer whose permissible maximum weight not exceeding 750 kg;
D1 vehicles for the transport of passengers and having more than eight seats in addition to the driver's seat, but not more than 16 seats in addition to the driver's seat, the car subcategory D1, coupled with a trailer whose permissible maximum weight not exceeding 750 kg;
C1E vehicle categories C1 coupled to a trailer whose permissible maximum weight exceeds 750 kilograms but not greater than the mass and the% D
